Meet the i3 Team

The i3 Team is a group of dedicated and enthusiastic individuals from around the world that are working to expand the use of intelligently managed data.

Jerry Power is the CEO, President, and Founder of i3 Systems Inc., a company dedicated to supporting real-time data networks that span across organizational and geographic boundaries. He also co-founded the i3 Consortium, a community-driven nonprofit organization focused on democratizing data through data governance frameworks, exchanges, and marketplaces.

The i3 concept began as a collaborative research project at the University of Southern California, then developed alongside regional companies and government agencies. Over several years, it evolved from an academic idea into a demonstratable system designed to manage the convergence of diverse data streams. Recognizing its potential, Jerry founded i3 Systems to industrialize the software and bring these concepts to practical use. The i3 approach emphasizes privacy, trust, and incentives as key enablers of technology adoption, creating a user-empowered data network that is the foundation of the project.

Before founding i3 Systems Inc., Jerry served as Executive Director of the Institute for Communication Technology Management (CTM) and was part of the Marketing Faculty at USC’s Marshall School of Business. At CTM, he focused on identifying and leveraging emerging trends driven by rapid advances in digital communications to enhance business effectiveness.

Jerry brings over 30 years of executive experience from Alcatel-Lucent and Siemens, where he led the introduction of new technologies, managed global strategic marketing programs, and researched the evolution of networking and communications industries.

He has published extensively on the impact of technology on business models, network architectures, operational processes, and user behavior. His research is featured in books such as The Shift: The Evolving Market, Players and Business Models in a 2.0 World and Identity Shift: Where Identity Meets Technology in the Networked-Community Age. Jerry holds an M.S. in Computer Science from Pennsylvania State University and has served on multiple industry committees and boards dedicated to advancing telecommunications and sustainable business models.

He is also co-author of The Real Time Revolution: Transforming Your Organization to Value Customer Time, published by Berrett-Koehler (ISBN: 978-1-5230-8563-7).

Georgios Bouloukakis is the Founder and CTO of i3 Systems and an Associate Professor at Télécom SudParis. Prior to joining Télécom SudParis, he worked as a postdoctoral researcher at the University of California, Irvine, in the Distributed Systems Middleware group.

Georgios earned his Ph.D. from UPMC/Sorbonne in 2017, completing his thesis at INRIA’s research center in Paris, France. Throughout his academic career, he received funding from INRIA@SiliconValley, CORDI-S, and ICS-FORTH in Greece for his research during his postdoc, Ph.D., and master’s studies.

His research interests include Middleware, Edge Computing, the Internet of Things, and Distributed Systems. Currently, he focuses on designing extensible, robust, and reliable IoT systems by combining fundamental mathematical models, autonomous computing, and cutting-edge technologies.

David Hinnant is a seasoned product development and operations executive with over 35 years of success in computing and networking. His extensive experience spans digital services, end-to-end network management, IT applications, security and performance management, public and private cloud engineering and operations, as well as software development pipelines.

With a strong background in product management, software development, and production operations, David brings a well-rounded perspective to help organizations and products navigate new and evolving market challenges. Recently, he has focused on engineering transformation—specifically Agile and DevOps practices—across product management, engineering, and operations. This transformation requires simultaneous cultural, organizational, and technological change.

David’s first personal computer was an Apple IIe. He holds a B.S. in Physics from East Carolina University.

Luca Scalzotto is one of the founding members of the i3 Systems team. When he’s not working on the i3 passion project, Luca works as a software consultant at Injenia S.r.l., a Google Cloud partner company based in Italy that builds innovative IT solutions.

His main areas of expertise include distributed systems, publish/subscribe systems, and software-defined networks. Luca holds a master’s degree in Computer Engineering from the University of Bologna, with a thesis on mission-critical IoT systems completed at the University of California, Irvine.

When not working on i3 to bring new features to life, Alex Shuey works as an NYT developer. Prior to this, Alex worked for the Image Permanence Institute, a research lab affiliated with the Rochester Institute of Technology dedicated to preserving cultural heritage collections. Alex holds a bachelor’s degree in computer science from Rochester Institute of Technology. He specializes in full-stack web development, microservice architecture, Docker, cloud computing, and secure applications.

Joyce Edson is the former Deputy CIO for the City of Los Angeles and a member of the Information Technology Agency. She brings exceptional strategic planning, creative leadership, and focused staff management skills to the i3 team, helping deliver innovative solutions for some of the most challenging projects. Joyce’s vision and customer-centric problem-solving provide valuable insights into current and future customer needs. With her government experience, she is committed to collaboration and ensuring that data is used to benefit all stakeholders.

Henry Jones is an inquisitive, energetic, and talented computer scientist from Appalachian State University where he holds a B.S. and soon wil receive a M.S. in Computer Science . A recipient of the university’s Chancellor’s Award, he has proven to be a valuable team member with his skills in researching, designing, and developing software techniques that advance the i3 project to the next level.

Nat Pellegrini has a passion for creatively solving complex technological challenges. With over 30 years of experience as a technologist and product marketer, he has held progressive roles in developing and launching technology products across the defense, telecommunications, and retail industries. Most recently, Nat led the commercialization of IoT ecosystem solutions for Communication Service Providers and municipalities, helping simplify the management and deployment of in-home connected devices.

His creative drive traces back to his early years as a musician at the University of North Texas—home to the renowned One O’Clock Jazz Band—where he played trumpet in various campus and professional bands while earning a Bachelor of Science in Computer Science with a minor in music performance. He later earned an MBA from Southern Methodist University in Dallas, Texas.

Elena Montanari was born in Faenza, near Bologna, Italy. Right after finishing high school, she began working as a frontend developer. Later, she enrolled at Alma Mater Studiorum, University of Bologna, to study computer science. Combining her practical work experience with a strong academic background, Elena has built a career as a full-stack developer. When she’s not enhancing the i3 system, she works at a software company in Milan, where she focuses on optimizing algorithms and data structures to improve logistics software performance.
